Job Title: Procurement Manager
Location: Preferably Bangladesh, Burkina Faso, Burundi, Cote D’Ivoire, DRC, Egypt, Ethiopia, India, Jordan, Kenya, Mozambique, Nigeria, Niger, Pakistan, Tanzania or Uganda

Your Impact: As a Procurement Manager, you will work in close partnership with the Senior Procurement Advisor to support Pathfinder’s projects in procurement management. You will work closely with country procurement staff. You will manage day-to-day procurement operations for Pathfinder countries by implementing procurement policies and procedures for the full procurement life cycle that enables Pathfinder to maximize value and efficiency in the acquisition of goods and services, while mitigating risks and ensuring compliance with donor requirements. Reporting to the Senior Procurement Advisor, you will enhance the capacity of and provide mentorship to country procurement staff and serve as a focal point/technical expert for assigned countries.
Key Responsibilities:
Procurement
Procurement of Goods and Services:
- Purchase goods and services, analyze purchase requisitions for accuracy.
- Solicit and negotiate competitive pricing from vendors and make recommendations for issuance of purchase orders and long-term agreements when appropriate.
- Review existing office supply contracts and coordinate the bid process in accordance with Pathfinder International procurement rules and best practices.
- Prepare and follow up payment requests for goods and services in a timely manner in accordance with existing Pathfinder policies and guidelines
- Monitor supplier performance and work with suppliers on issues management.
- Oversee contract management for all suppliers and creation of purchase orders in assigned countries.
Multi-Country Projects:
- Lead procurement efforts under multi-country projects and projects where Pathfinder does not have a country office in place.
Training and Capacity Building
Capacity Building/Mentorship:
- Onboard country procurement staff in regard to procurement. Provide technical training and guidance.
- Identify gaps in terms of understanding procurement policy, procedures, compliance with donor requirements, roles and responsibilities and internal controls.
- Meet regularly with country procurement staff to understand needs, challenges, and facilitate lessons learned.
Training:
- Train country procurement staff on Pathfinder procurement policies, procedures, and systems
Compliance
Lead compliance efforts through monitoring, awareness, procurement tools and reporting:
- Assist Senior Procurement Advisor with conducting routine spot checks of procurement files for identification of any gaps and as a part of Pathfinder’s country led strategy, reporting findings to Director and developing mitigation efforts/plans
- Ensure awareness of procurement management resources among staff.
- Work with procurement staff to ensure routine and effective use of and compliance with Procurement Application and other Pathfinder procurement resources
- Share compliance reports based on monitoring with the Director Operations
- Work with Director to prepare various reports as needed by Director and/or leadership
Management and Support:
- Project Management and Participation: Lead, manage or participate in cross-functional project teams
- Operations Department support: Participate in staff meetings, work planning, training, etc
- Standards Assurance and Improvement: Support Pathfinder’s procurement excellence. Work with Operations department and other service departments to improve procurement resources e.g., policies, processes, procedures, templates, etc.
What You Bring:
- Bachelor’s degree in Procurement, Logistics and Supply Chain Management, Business Administration or related field, or a combination of education and experience that yields the required competencies
- Minimum of 5 years’ experience in procurement management
- Mastery of negotiation skills, including the ability to negotiate effectively, make sound decisions, and apply creative problem solving.
- Ability to manage procurement processes and procedures.
Preferred Qualifications:
- Master’s degree in Procurement, Logistics and Supply Chain Management, Business Administration or related field, or a combination of education and experience that yields the required competencies
- At least 3-5 years’ international non-profit experience, including experience with grants and contracts funded by USAID and foundations
