This is the entry and training grade for Degree holders in this cadre. Duties and responsibilities in this position shall entail assisting in: - i. Participating in the formulation, implementation and review of internal governance policies, procedures, workplans and budgets to ensure accountability and institutional compliance, ii. Offer Legal advice on matters of corporate governance, ethical conduct and organizational integrity to ensure the Authority’s operations are aligned with applicable laws, policies and governance codes, iii. Ensuring Implementation of sound corporate governance principles ,monitor adherence to the Mwongozo Code of Governance and oversee regular governance audits in line with public sector standards, iv. Maintaining and update governance documents including Board Charters, conflict of interest registers and legal instruments, and coordinate updates in line with statutory requirements and best practices, v. Keeping track of and update amendments and changes to international conventions and other Kenyan laws affecting the Authority, vi. Reviewing sector regulatory instruments and the development of policy papers and instruments with legal implications for approval by the Authority
vii. Organizing and conducting training programs for staff within the Governance Unit including mentorship in order to build internal capacity for delivery of governance functions, viii. Providing Secretarial services to the Authority’s Board of Directors and the Universal Service Advisory Council, including preparation of Board documentation, maintenance of records and facilitation of meetings, ix. Coordinating Board Induction, training programs and performance evaluations in line with the Authority’s strategic goals and the Mwongozo guidelines, x. Providing the necessary information in legal international, regional, and national forums related to the ICT Sector, xi. Supporting execution of governance related risk management strategies ,business continuity planning , and improvement, xii. Preparation of professional legal advice on the relevance of international conventions and the need to ratify and domesticate such conventions, xiii. Ensuring the Authority’s compliance with corporate governance codes, ethics, and best practices in the public sector, xiv. Conducting legal research and assignments to support the Authority’s operations, xv. Keeping track of and update amendments and changes to international conventions and other Kenyan laws affecting the Authority, xvi. Organizing and conducting training programs for staff on legal and regulatory issues, corporate governance, and compliance matters. | ||
| Job Requirements | ||
For appointment to this grade a candidate must have: - i. Bachelor of Laws Degree from a recognised institution, ii. Postgraduate Diploma in Law from the Kenya School of Law, iii. Registration as an Advocate of the High Court of Kenya, iv. Be a member of the Law Society of Kenya or any other relevant professional body in good standing, v. Valid Practicing Certificate, vi. Proficiency in Computers Applications, vii. Fulfilled the requirements of Chapter Six of the constitution of Kenya 2010. | ||
