| This is the entry and training grade for Degree holders in this cadre. Duties and responsibilities in this position shall entail assisting in: - i. Participate in the development and implementation of the National Cyber Security Governance instruments including policies, laws, strategies, and standards, ii. Participate in cyber security advocacy, awareness, as well as capacity and capability development, iii. Advise the on new and emerging technological and regulatory trends in line with the Strategic plan 2023-2027 and beyond, iv. Participate in gathering and dissemination of technical information on cyber security incidents, vulnerabilities, security fixes and other security information, as well as issuing alerts and warnings, v. Implement the operations of the National Public Key Infrastructure (NPKI), vi. Implement the Critical Information Infrastructure Protection (NCIIP) framework, vii. Technical liaison with government agencies, nongovernmental organizations, industry and implementation of new and emerging technologies and services relates to cyber security management, viii. Gathering and dissemination of technical information on cyber security incidents, vulnerabilities, security fixes and other security information, as well as issuing alerts and warnings, ix. Development and implementation of the cyber security management framework including cyber investigations analysis and forensics, cyber security analysis and cyber security research and development, x. Manage the cyber incident handling processes with regards to the cyber investigations analysis and forensics, xi. Development and implementation of a National Critical Information Infrastructure Protection (NCIIP) framework for the ICT and Telcom Sector, xii. Development and management of the cyber security systems, xiii. Development and management of the National Public Key Infrastructure (NPKI) framework, xiv. Support in the management of the National KE-CIRT/CC’s 24/7 National Cyber Security Monitoring Centre, xv. Providing technical advice on the development, acquisition and implementation of cyber-security related tools, xvi. Implementation of the Critical Information Infrastructure Protection (NCIIP) framework, xvii. Cyber security systems development, xviii. Technical liaison with government agencies, nongovernmental organizations, industry and other stakeholders in the development of new and emerging technologies relating to cyber security management, xix. Liaising with the local sector Computer Incident Response Teams (CIRTs), regional CIRTs, international CIRTs and other related organizations, xx. Conduct the technical research and analysis on computer security, related technologies and advising on new trends, xxi. Preparation and management of the Division and Departmental annual budget and Procurement plan, xxii. Participating in the effective implementation of the ISO/IEC 27001 Information Security and Management System (ISMS) and the ISO/IEC 9001 Quality Management System (QMS) standards.

| Job Requirements | ||
| For appointment to this grade a candidate must have: - i. Bachelor’s degree in Electrical/Electronic/Telecommunications Engineering, Information Technology And Computer Science, software engineering, or any other related field from a recognized institution, ii. Proficiency in computer applications, iii. Fulfilled the requirements of Chapter Six of the Constitution. | ||
