Job Summary
Reporting to the General Manager, Supply Chain, the jobholder oversees the procurement of goods, work, and services, ensuring compliance with laws and policies while supporting the company’s strategic objectives through efficient contract implementation and value-for-money acquisitions.
Job Description
Key Duties and Responsibilities
- Execute procurement activities in line with approved plans and requisitions.
- Develop strategies to ensure timely availability of quality goods and services at optimal costs.
- Provide secretariat services to procurement committees and review tender evaluation reports.
- Lead development and implementation of tender processes, policies, and supply chain strategies.
- Manage supplier relationships and maintain accurate supplier information databases.
- Review and approve tender documents, ensuring compliance with statutory requirements.
- Implement Public Procurement and Asset Disposal Act (PPADA) provisions and regulations.
- Monitor compliance in tendering processes and enforce accountability structures.
- Apply total cost of ownership (TCO) principles in procurement evaluations.
- Prepare and submit statutory and internal procurement reports.
- Provide professional opinions on tenders for approval by the Accounting Officer.
- Coordinate tender opening and evaluation processes within policy thresholds.
- Communicate tender award decisions promptly to stakeholders and bidders.
- Maintain accurate records of procured goods, works, and services.
- Oversee materials quality standards and adherence to quality management policies.
- Ensure compliance with Quality Management Systems (QMS), Environmental Management Systems (EMS), and safety regulations.
- Supervise, mentor, and retain staff through structured performance management and succession planning.
- Prepare departmental budgets and procurement plans, ensuring prudent financial management.
Person Specifications
For appointment to this grade a candidate must have: -
- Experience of at least twelve (12) years in a relevant field, four (4) of which should be at middle management level in a large organization or equivalent.
- Master’s degree in supply chain management, Logistics or equivalent qualification from a recognized Institution.
- Bachelor’s Degree in Procurement and Supplies Management, or equivalent qualification from a recognized Institution.
- Diploma in Supplies Management or its equivalent qualification from a recognized Institution.
- Be a member of professional body either KISM or CIPS, in good standing.
- A Licensed Supplies Management Practitioner as per SPM Act.
- Leadership course lasting not less than 4 weeks from a recognized institution
- Fulfil the requirements of Chapter Six (6) of the Constitution.
