BACKGROUND

The East African region is highly vulnerable to climate change impacts, characterized by frequent natural hazard-induced disasters that can lead to humanitarian crises. Factors such as environmental degradation, poverty, rapid population growth, subsistence farming, and weak governance exacerbate this vulnerability. Climate change has increased the frequency and severity of extreme weather events, leading to disasters that adversely affect millions. Recent events include a prolonged drought over five seasons, leaving 23.4 million people acutely food insecure and 5.1 million children malnourished. The drought displaced 2.7 million people, followed by extensive floods in Somalia, Ethiopia, Kenya, Uganda, and Burundi, causing further displacement of over 2 million people and outbreaks of waterborne diseases. As of 2024, 64 million people across the Horn of Africa require humanitarian and protection assistance.

The IGAD Climate Prediction and Applications Centre (ICPAC), a specialized institution of IGAD and a designated WMO Regional Climate Centre for East Africa, provides climate information services, meteorological research, technical support, and training to national institutions like meteorological and hydrological services (NMHSs) and disaster risk management authorities. ICPAC offers a wide range of regional forecasts, including seasonal forecasts before each rainy season and risk information datasets. With extensive experience serving NMHSs and other stakeholders in the Greater Horn of Africa, ICPAC provides climate monitoring products, seasonal forecasts, climate change projections, capacity-building training, and other services.

The IGAD Disaster Risk Management program is a key initiative that leads IGAD’s regional disaster risk management efforts. In fulfilling its mandate, IGAD has revised and endorsed its regional Disaster Risk Management strategy, aligning it with global and continental (African) strategies and frameworks. The program promotes proactive disaster risk management, advancing risk knowledge and early warning systems for timely and anticipatory action. It launched the regional multi-hazard early warning framework and IGAD’s regional roadmap for anticipatory action at COP 28. A regional working group for Anticipatory Action, composed of key partners, serves as a platform for convening stakeholders.

IGAD/ICPAC secured funding for the project “Accelerating Implementation of Anticipatory Action Roadmap for Improved Preparedness for Humanitarian Action (ARiPHA)” for 2024-2027. The project aims to strengthen regional and national capacity for anticipatory action (AA) for a coordinated, timely, and effective response to climate-related hazards, thus reducing humanitarian needs and building the anticipatory capacities of communities in the pilot area.

KEY ROLES AND RESPONSIBILITIES

Under the overall guidance of DRM Programme Manager, the Monitoring and Evaluation Expert will undertake the following tasks:

  • Collect data periodically using standardized data collection tools which will be used to monitor the execution of the project, compliance with procedures and seek to reveal “what happened”, what is working and what is not working and why.
  • Using result-based monitoring (RBM) track progress toward set project targets from the baseline that should be continuously undertaken.
  • Undertaking joint monitoring visits with the partners and Member States (MSs) were appropriate to follow-up on the activities within the project implementation manual framework.
  • Undertake field visits to MSs to gather information on the perception of Members States in as far as the technical support being provided to them by the project implementation team.
  • Lead and support the systematic gathering of quantitative and qualitative data and reporting on progress in implementation of the project activities, ensuring adequate follow up of progress towards the achievement of the Project Development Objective (PDO) and the respective PDO-level Indicators and Intermediate Results Indicators, as described in the Results Framework & Monitoring section of the Project Document
  • Facilitate and work closely for the undertaking of Mid-term review of the project and engage the various project leads in this exercise to consolidate the progarmme outputs
  • Assist in monitoring and reporting on the utilization of overall program resources as per the evaluation criteria (i.e. effectiveness, efficiency, sustainability, impact);
  • Carryout Quality Assurance audits to assess the quality-of-service delivery and data collected to ensure credibility and value for money during the implementation of the project in compliance with the donor policies.
  • Report and provide feed-back from the quality assurance exercise the programme Coordinator and the ICPAC Director and this will feed into the intrim progress reports which will be submitted to the donor partner;
  • Assist in clearly identifying, programming and integrating the Institutions’ programmes into IGAD’s Overall Regional Strategy and Implementation Plan 2016-2020 and in developing yearly targets.
  • Any other duty assigned by the IGAD DRM – Programme coordinator.

ACADEMIC QUALIFICATION, PROFESSIONAL EXPERIENCES AND CORE COMPETENCIES REQUIRED

Academic Qualification

  • Minimum of a master’s degree in monitoring and evaluation, project management, or related fields.
  • Professional Qualifications in Monitoring and Evaluation and Project Cycle Management will be considered an added advantage

Professional Work Experience

  • At least five years of experience in the monitoring and evaluation and learning of similar programmes/intervention in the IGAD region or the continent.
  • Demonstrable experience in the reporting to Development Partners and experience working with projects.
  • Strong technical expertise in Monitoring & Evaluation, Project Cycle Management and performance-based reporting.
  • Ability to work and deliver expectations with limited/little supervision.
  • Excellent and demonstrated reporting, presentation, communication and analytical skills.
  • State-of-the-art knowledge of the concepts, principles and practices of M&E.
  • Strong communication skills and persuasiveness in presenting, negotiating and resolving matters related to the projects.
  • Strong interpersonal skills and a team player with ability to build effective working relations with partners and colleagues.

Skills and competencies

  • Ability to work under pressure and manage stress.
  • Creative thinking and analytical skills
  • Experience working in the IGAD region is highly desirable.

Language requirements

  • Fluency in English is required. Knowledge of French language is an added advantage.

REMUNERATION

  • Negotiable with IGAD salary scale and policy and based on applicant’s qualification and experience.
