About the Council
Warehouse Receipt System Council (WRSC) is a State Corporation established under the Warehouse Receipt System Act No. 8 of 2019 with the mandate to develop and regulate a warehouse receipt system for agricultural commodities.
Key Duties and Responsibilities
- Implementing policies, strategies, guidelines, standards, frameworks and regulations on compliance and quality assurance.
- Ensuring the operations of the Warehouse operator promote efficiency, effectiveness and integrity.
- Enforcing commodity standards, quantity and quality assurance for the warehouse receipting system.
- Issuance, suspension or revocation of registration or licenses issued under the Act.
- Levying fees and other charges, payable for the examination, inspection, issuance and renewal of registrations and licenses under the Act are paid.
- Undertaking inspection of warehouse operators using the standard approved system and inspection tools.
- Preparing guidelines on the minimum qualifications and competencies required of graders and weighers.
- Ensuring effective warehouse operators service delivery to the depositors.
- Maintaining the list of names for publication of warehouse operators and collateral managers who have been issued with licenses and those whose licenses have been suspended.
- Preparing the list for Gazettement of warehouse receipt system inspectors.
- Undertaking inspection of Warehouse operators for compliance.
- Preparing compliance and quality assurance reports in a timely manner.
- Preparing Programmes for incorporation in the division's work-plans.
- Mentoring and coaching staff under supervision.
- Ensuring compliance with principles of good governance, transparency, accountability, ethics and integrity.
- Ensuring full implementation of operational and technical manuals by the stakeholders.
- Preparing guidelines and qualifications for appointment of warehouse inspectors.
Person Specifications
Mandatory requirements:
- Have served for cumulative six (6) years, three (3) of which must have been in the grade of a Compliance and Quality Officer I or equivalent qualification in a comparable institution.
- Have a Bachelor degree in any of the following disciplines: Agriculture, Agricultural Economics, Agribusiness, Food Science and Technology, Marketing, Finance, Economics, Commerce, Management Information Sciences or its equivalent qualification.
- Be a Member to a relevant professional body where applicable and in good standing.
- Be Proficient in computer applications.
- Have shown merit and ability as reflected in work performance and results.
